As of July 1, 2023, you do not need a medical card to purchase cannabis in Maryland if you are 21 years or older. Recreational cannabis is now legal for adults, allowing them to buy up to 1.5 ounces of cannabis flower, 12 grams of concentrated cannabis, or products containing up to 750 milligrams of THC. However, having a medical card provides benefits such as access tax exemptions on purchases, whereas recreational cannabis will be subject to a 9 percent sales tax.
First, create an account with the Maryland Cannabis Administration (MCA). Then, obtain a written medical certification from a registered provider and complete the patient application on the MCA site, which includes uploading a photo, proof of residency, and the provider’s certification. Once approved, you will receive a patient ID number. Use that ID number to purchase medical marijuana from licensed dispensaries.
As of July 1, 2023, adults 21 and older can legally purchase cannabis seeds or clones in Maryland without needing to be a resident. However, it is illegal to transport any form of cannabis, including seeds and clones, across state lines. This restriction is due to federal law, which still prohibits interstate transport regardless of state-level legalization.
As a licensed dispensary, The Living Room accepts various forms of government-issued photo IDs for proof of age at the point of sale. Accepted IDs include a driver’s license, state ID card, passport or passport card, military ID, and tribal card, all of which must demonstrate that the individual is 21 years or older.

According to state law, you must be 21 and older to enter The Living Room when purchasing adult-use, recreational cannabis. Minors are not allowed in our dispensary. As for pets, we ask that only trained service or emotional support animals on leashes are brought into the dispensary.

Purchasing and Limits
In Maryland, adults 21 and older can legally purchase up to 1.5 ounces of cannabis flower, 12 grams of concentrated cannabis, or cannabis products containing up to 750 milligrams of THC per day. These limits apply to recreational consumers as per the regulations effective from July 1, 2023. For medical patients, the purchase limit is generally set at a 30-day supply, which is typically 120 grams of dried cannabis flower or 36 grams of THC in processed cannabis products. Out-of-state visitors must follow the same limits on purchasing cannabis as Maryland residents (see above). However, they must consume it within the state’s borders as it is illegal to transport cannabis across state lines, even if both states have legalized marijuana.
Maryland law differentiates between “personal use” and “civil use” possession amounts for cannabis. Individuals 21 and over may legally possess the personal use amount of cannabis. Possession by individuals under 21 or possession of the civil use amount is subject to civil penalties.
“Personal Use” Possession Amounts:
- Up to 1.5 ounces of cannabis
- Up to 12 grams of concentrated cannabis
- Cannabis products containing up to 750 milligrams of delta-9-THC
- Up to 2 cannabis plants

These citations are civil offenses, meaning they do not lead to arrest, jail time, or a criminal record. If a person under 21 receives a citation, the court will summon them for trial and may mandate drug treatment. Possession exceeding the civil use amounts constitutes a criminal misdemeanor.
